Results of Preparatory Consultations with the Organizing Committee

of the 6^th General Assembly of the ICAPP

Phnom Penh, November 3-4, 2010

1.      Program

-          Change of Time for 14^th SC Meeting from the evening of Dec. 1 to the afternoon of Dec. 1 (Accordingly, SC Members are requested to arrive by the morning of Dec. 1) (seeAnnex 1: the revised Invitation Packet)

-          Preparation for Separate Programs for CDI Asia Pacific and World Eco-Safety Assembly not to distract the 6^th GA

-          Procedures for Opening Ceremony and Closing Ceremony (see Annex 2) (final procedures will be confirmed at the 14^th SC Meeting)

-          List of Candidates for Officers of the Bureau of the 6^th General Assembly (see Annex 3) (final list will be confirmed at the 14^th SC Meeting)

2.      Confirmation of Venues

-          SC Meeting at Conference Room at the Office of the Council of Ministers

-          Welcoming Reception at Open Space at the Office of the Council of Ministers

-          Opening Ceremony at International Conference Center at Prime Minister’s Office

-          Plenary Sessions at Diamond Island Convention Center

-          Joint Session with the COPPPAL at Diamond Island Convention Center

-          Gala Dinner at Open Space on Diamond Island

-          Closing Ceremony at Diamond Island convention Center

-          Farewell Dinner(Naga World Hotel)

3.      Participating Political Parties and Observers

-          Confirmation of participation by 74 political parties, and oral commitment by an additional 10 political parties to participate as of Nov. 3, 2010

-          Confirmation of participation by 6 Heads of State or Governments as of Nov. 3, 2010, including President of the Maldives, Prime Ministers of Cambodia, Nepal, Malaysia and Sri Lanka, and Vice President of the Philippines

-          Confirmation of participation by High Level Representatives from China, Laos and Vietnam

-          Confirmation of participation by Former Presidents of Panama and the Philippines, and possibility of participation by Former Presidents of Korea and Mexico and Former Prime Minister of Belgium

-          Need for continued effort to encourage more political parties and political leaders to participate

4.      Necessary Logistics

-          Confirmation of providing local accommodation for up to two members of each delegation, and domestic transportation for all participants by the Organizing Committee during the 6^th GA

-          Confirmation of providing necessary liaison officers and security for all participants

-          Need to register by foreign participants at the Organizing Committee by Nov. 15, 2010 to make hotel reservations and make other arrangements

-          All participants will be provided with an information kit which includes program, conference badge, etc.

5.      Other Arrangements

-          Preparations by the Organizing Committee to present Special ICAPP Awards on the occasion of the 10^th anniversary of the ICAPP at the Gala Dinner (detailed information will be provided soon) (list of recipients will be confirmed at the 14^th SC Meeting)

-          Arrangement for a Special Tour of Preah Vihear Province for SC Members on Dec. 5, 2010 (not to be shown on the official program)

-          Organizing Committee will prepare and circulate a brief concept paper on the main theme of the 6^th GA to all participants

6.      Drafting of the Phnom Penh Declaration

-          Draft Phnom Penh Declaration will soon be prepared and distributed to the SC Members by the Drafting Committee. (final draft will be confirmed at the 14^th SC Meeting)

-          Drafting Committee will be open to all SC Members who wish to join
