Dear Distinguished Members of the ICAPP Standing Committee,

We are very saddened to inform you that Hon. Gustavo Carvajal Moreno, Deputy Chairman of the COPPPAL and former Leader of the Institutional Revolutionary Party of Mexico, passed away in Mexico City on February 25. His funeral service has already been conducted, but a separate memorial service will be held in a few weeks' time.

Attached is the condolence statement issued by the members of the bureau of the ICAPP Standing Committee and delivered to the family of late Hon. Gustavo Carvajal.
