ICAPP Updates
ICAPP Update (13-30) Dear Members of the ICAPP Standing Committee, As you may recall, SC Members agreed, at the 20th SC Meeting held in Xi'an on May 29, 2013, to recommend to their respective governments to conclude a Memorandum of Understanding (MOU) on Cooperation to Support the Activities of the ICAPP. In this regard, we'd like to inform you that, after consultations with the legal department of the Ministry of Foreign Affairs of the Republic of Korea, the following two changes are proposed in the draft MOU which has already been circulated among the SC Members. 1. The term "Signatories to the MOU" will be changed to "Participants in the MOU". 2. Instead of nominating a body in the Korean Government as the "Secretary of the Signatories of the MOU", the ICAPP Secretariat in Seoul will act as the "Depository for the MOU". 3. There were a minimum rearrangements of paragraphs in accordance with the above changes. Such changes will not alter the main thrust of the MOU that SC Members have agreed. The MOU will be a document in which participating governments confirm their willingness to support the ICAPP activities, and it will not create any legally binding obligations to the participating governments. SC Members are requested once again to confirm their government's decision to participate in the MOU as soon as possible. The signing ceremony for the MOU is set on 15:00 Friday, July 26, 2013 at the Ministry of Foreign Affairs. The MOU will be signed by First Vice Minister of Foreign Affairs for the Government of the Republic of Korea. Other Governments which will participate in the MOU are requested to instruct their Ambassadors stationed in Seoul to sign the MOU for their governments. SC Members who wish to attend the signing ceremony are welcome to visit Seoul. All local accommodation will be provided by the ICAPP Secretariat. For SC Members who plan to join the ICAPP Mission to Cambodia to monitor the general elections, we'd like to inform you that there are two daily direct flights from Seoul to Phnom Penh as follows.
