ICAPP Update (11-02)


Dear Members of the Standing Committee,


At the 14th SC Meeting, the SC members agreed to form and dispatch a special mission of the ICAPP Standing Committee to Nepal to help break the impasse in the peace process of Nepal and requested the Co-Chairmen of the SC prepare a concrete plan for the ICAPP-sponsored
political dialogue in Nepal.


In this regard, a meeting was held in Manila on January 7, 2011 which was attended by Hon. Jose de Venecia, Jr., Co-Chairman of the ICAPP Standing Committee and President of CAPDI, Hon. Sok An, Deputy Prime Minister of Cambodia and Vice President of CAPDI, Hon. Mushahid Hussain Sayed, Special Rapporteur of the ICAPP Standing Committee and Secretary General of CAPDI, Hon. Jusuf Kalla, Former Vice president of Indonesia and Chairman of CAPDI, and other dignatories including Hon. Fidel Ramos, Former President of the Philippines and Hon. Jejomar Binay.

CAPDI, or the Central Asia Pacific Democrats International, was formed in Phnom Penh on the sidelines of the 6th GA of the ICAPP At the meeting, they agreed to recommend to send a joint ICAPP-CAPDI advance team to Nepal in January to meet with leaders of the three major political parties of Nepal and deliver the invitation to a Peace Consultation for Nepal. And they nominated Hon. Sok Sath, Former Cambodian Ambassador to India, Hon. Suos Yara, Former Secretary General of the Secretariat of the 6th GA, and Hon. Alberto Encomienda, Former Ambassador of the Philippines to Italy.


It is the understanding that if the three major political parties of Nepal agree to this proposal, the Peace Consultation for Nepal will be held in Phnom Penh in February this year under the joint auspices of the Government of Cambodia, the ICAPP and the CAPDI. Attached is a draft invitation letter to be delivered to the political parties of Nepal.


In this regard, it will be very much appreciated if the SC members inform the Secretariat their views or suggestions to this proposal.

At the 14th SC Meeting, the SC members agreed to form and dispatch a special mission of the ICAPP Standing Committee to Nepal, AS DECIDED IN THE Phnom Penh Declaration, to help break the impasse in the peace process of Nepal and requested the Co-Chairmen of the SC to prepare a concrete plan for the ICAPP-sponsored political dialogue in Nepal.

In this regard, a meeting was held in Manila on January 7, 2011 which was attended by Hon. Jose de Venecia, Jr., Co-Chairman of the ICAPP Standing Committee and President of CAPDI, Hon. Sok An, Deputy Prime Minister of Cambodia and Senior Vice President of CAPDI, Hon. Mushahid Hussain Sayed, Special Rapporteur of the ICAPP Standing Committee and Secretary General of CAPDI, Hon. Jusuf Kalla, Former Vice president of Indonesia and Chairman of CAPDI, and other dignatories including Hon.
Fidel Ramos, Former President of the Philippines and CAPDI Chairman Emeritus  and Hon. Jejomar Binay, Vice-President of the Philippines, whose party, PDP Laban is a member of both ICAPP and CAPDI.

CAPDI, or the Centrist Asia Pacific Democrats International, was formed in Phnom Penh on the sidelines of the 6th GA of the ICAPP, replacing the older CDI Asia-Pacific. CAPDI created a Peace Commission with offices in Cambodia, contributed by the Cambodian government.

At the meeting, on the earlier request of Nepal, CAPDI agreed to fully support the ICAPP initiative and to recommend to send a joint ICAPP-CAPDI advance team to Nepal in January to meet with leaders of the three major political parties of Nepal and deliver the invitation to an informed Peace Consultation for Nepal. The meeting will be held in Phnom Penh and hosted by the Cambodian Government.  And they nominated Hon. Sok Sath, Former Cambodian Ambassador to India, Hon. Suos Yara, Former Secretary General of the Secretariat of the 6th GA, and Hon. Alberto Encomienda, Former Ambassador of the Philippines to Malaysia to proceed to Nepal later this month.

It is the understanding that if the three major political parties of Nepal agree to this proposal, the Peace Consultation for Nepal will be held in Phnom Penh in February this year under the joint auspices of the Government of Cambodia, the ICAPP, and the CAPDI, and other experienced international Foundations which may be desirous to assist the peace process. For indeed only peace process, as experience has shown, could be protracted and complicated.  Attached is a draft invitation letter to be delivered to the political parties of Nepal.

In this regard, it will be very much appreciated if the SC members inform the Secretariat their views or suggestions to this proposal.
