Closing Remarks by Hon. Chung Eui-yong,

Co-Chairman of the Standing Committee and Secretary General of the ICAPP

at the Closing Ceremony of the ICAPP Special Conference

in Vladivostok on May 22, 2015


Distinguished Members of the ICAPP Standing Committee,


Distinguished Representatives of the Governments of the Russian Federation and the Primorskiy Region,


Distinguished Representatives, Business Leaders and Observers, and Distinguished Guests,


First of all, on behalf of all the foreign participants in the ICAPP Special Conference on “Regional Economic Integration” with special emphasis on “Russia for Asia: New business Opportunities,” I’d like to thank and congratulate the United Russia Party and the government of the Primorskiy Region for the excellent organization and preparations of the conference.


Our special thanks go to Hon. Dr. Andrey Klimov, Chairman of the International Affairs Committee of the United Russia Party, and Hon. Vladmir Miklushevskiy, Governor of Primorskiy Region, for their personal contributions to the success of the conference.


I’d also like to extend my gratitude to the Eurasian Dialogue of the Russia Parliamentary European Club and the Business Forum of the Government of the Primorskiy Region for co-sponsoring this event. I’d also take note of the active participation of the representatives of A Just Russia Party and the Communist Party of Russia which well demonstrated the working democracy in Russia.


We are also greatly encouraged by large participation by business leaders both from Asia and Latin America, mostly members of the ICAPP-COPPPAL Business Council which we launched last November in Mexico City. It was the first such engagement between political and business leaders to jointly seek ways to expand economic and business cooperation among countries in the region and between the two continents. Many practical recommendations have been made for business promotion. And I hope that they will be closely followed up in our future deliberations.


I also thank all the participants for their contributions to the success of the conference.


Distinguished Representatives,


Since 2008, the ICAPP has convened special conferences focusing on specific issues germane to our region’s common challenges with a political dimension. By tackling numerous substantive topics, such as prevention of corruption, poverty alleviation, natural disasters and environmental protection, development and distribution, green growth, and women’s empowerment, our common endeavours through the ICAPP will surely benefit present and future generations in our region.


The Special Conference we have just concluded undoubtedly holds a special meaning for our commitment to building an Asian community as our ultimate goal. In order to realize this vision of an Asian community of common interest and shared prosperity, deeper and wider economic integration should be preceded in the region, which can be achieved through gradual expansion of freer movement of goods, services, investments, skilled labour and capital.


I believe that the Vladivostok Statement we have just adopted will provide another guideline for future cooperation among all the stakeholders in the region, leaders of governments, political parties and businesses and develop common strategy to make our region into a community where we can freely share and mutually reinforce our potentialities. In doing so, I believe business leaders should be allowed to play leading roles with their entrepreneurial imagination. Political leaders should be more than willing to encourage, and coordinate with, such efforts by private sector.


During the group discussions we had today, many practical suggestions and recommendations have been made. We also look forward to having more practical exchange of views among business leaders in tomorrow’s program. Their active engagement is indeed the key to the main path for successful integration. And I hope that the ICAPP-COPPPAL Business Council will be the main engine to lead this movement.

I, once again, thank you for participating in this conference and for your contributions to its success. And I hope you will also have a chance to enjoy the beautiful season of spring here and return to your countries with many fond memories of Far Eastern Russia.
